Hindustan Petroleum Corporation Limited (HPCL) is planning to deploy Wi-Fi facilities at 14,500 HPCL retail outlets pan-India.
The HPCL tender focuses on digital enablement of retail outlets and caters to supply, install and maintenance of Internet connectivity and Wi-Fi facilities at retail outlets on a build, own and operate (BOO) basis.
As per tender specification, the winning company will provide Internet facility with Wi-Fi at 14,500 outlets and in future should have the readiness of raising the capability for coverage of 20,000 retail outlets in the next 4 Years. The winning company will also upgrade, maintain and repair to keep internet and Wi-Fi facility operational for 5 years along with 4 hours power back-up.
Since demonetization, there has been a thrust on digital payments by Govt. of India and HPCL has taken the lead in the oil sector for digital enablement of its retail outlets across length and breadth of the country to facilitate digital transactions by customers at a faster pace uniformly across all HPCL retail outlets, without depending on the quality of the mobile signal strength.
Each outlet of HPCL will be provided high speed Internet solutions with committed download of 10 Mbps and upload of 4 Mbps accordingly to provide minimum 100 GB of data per outlet per month. In toto, HPCL will consume 1,450,000 GB of data per month through digital enablement of retail outlets.
The winning company will deploy three access points per retail outlet. One hotspot is for providing 100% coverage of entire retail outlet premises and two hotspot stations will help HPCL’s customers to download apps and offerings using their smartphones. The winning company will also provide a closed loop capability of providing appropriate technology platform for use by HPCL customers visiting retail outlets by way of provision of one time OTP trigger for downloads and surfing. The winning company will also use its own fiber network to meet higher bandwidth requirements and also provide security of data.
As per the scope of work, the winning company will deploy pilot at 10 locations within 15 days of issue of the purchase order. 50% of retail outlets needs to be completed within a month of acceptance of pilot, 75% of retail outlets within 2 months of acceptance of pilot, 90% of retail outlets within 3 months of acceptance of pilot and 100% of retail outlets within 6 months of acceptance of pilot.
Presently, the HPCL tender is under technical evaluation stage and it is expected to be finalised within a month.
