H. K. Agarwal presently working as additional member (Telecom), Railway Board has taken over as additional charge of Chairman cum Managing Director of RailTel.
H. K. Agarwal belongs to the 1979 Batch of the Indian Railway Service of Signal Engineers (IRSSE) and has worked in all wings of Railways – Construction (20 years), Open Line (12 years), RDSO (3 years) and Railway Board (2 years).
He has handled major portion of the gauge conversion projects on Northern Railway (S&T portion) including commissioning of Gauge Conversion on DLI-Rewari section within one year of its sanction. He also worked as Principal CSTE (chief signal and telecom engineer) for about 8 years on four division of Railways viz., SEC Railway, N.C. Railway, E.C.Railway & N.E. Railway.
As an Additional Member (Telecom) he has been supervising and guiding RailTel as being nodal officer in Railway Board in various projects such as Wi-Fi at 700 stations initially and then expanded it to about 6,000+ stations, Video Surveillance System at 983 stations initially and then expanded scope of about 6,000+ stations, Rail Display Network at 2,000 stations and Content on Demand in 1,300 trains (on-board entertainment system) etc.
